Yes. Push delivery needs Google Play Services on your phone, not installation from the Play Store. On devices without Play Services you'll still get realtime messages whenever the app is open.
The app checks for new builds itself and prompts you when one is available. Critical releases can be marked mandatory so nobody is stuck on a broken build.
